Street Performing Illegal??

The city of Kansas City, MO is attempting to make street performing a crime (ordinance# 070180), punishable by $500 fine and 6 months in jail. The law is so loosely written that in an attempt to curb aggressive panhandlers they will criminalize anyone that performs for, or collects money on the street.
The Community Arts Advocates website has more information than I could ever disburse here on LJ.
I have been told that you don't have to be a resident of the city to make your voice heard, but it would help. Next City Council meeting is March 14, 2007 ***EDIT: Meeting starts at 2:00 pm. ***
